What it changes in the music
A pulse can remain mentally present during a gap in the drums. Different layers may encourage different counting levels, so listeners can follow the same passage at half-time or double-time. In a house-oriented sketch, a regular kick often makes one interpretation obvious, while a sparse ambient passage may leave the reference much less explicit.
A small experiment
Tap along with a short groove, then keep tapping while the kick briefly drops out. Notice which remaining event helps you maintain the reference and which events merely decorate it.
Keep this distinction clear
Pulse is not identical to every audible onset. Fast hats can add many events between the beats without requiring you to treat every hat as the main pulse.
